Occasionally, a Remote Desktop Licensing Manager may have corrupt data or an expired self-signed certificate and the Remote Desktop Licensing becomes deactivated when you try to add Remote Desktop Licenses. If you are unable to activate the Licensing Manager in the console (generally and internal error), the best approach is:
Find previous Remote Desktop License Agreements and remove the Remote Desktop Licensing feature from the Remote Desktop Role in Server Manager. A restart is required.
After restart, add the feature back in Server Manager.
Open the Remote Desktop Licensing Manager and right-click and Activate.
Right-click and Add Licenses following the wizard and entering Agreement and Authorization numbers from the licensing agreements.
